Description

The International Maritime Dangerous Goods Code (IMDG Code) lays out the regulatory framework for all aspects of handling dangerous goods and marine pollutants in sea transport.

The IMDG Code is divided into two volumes: Volume 1 containing sections on general provisions, definitions and training; classification; packing and tank provisions; consignment procedures; construction and testing of packagings, IBCs, large packagings, portable tanks, MEGCs and road tank vehicles and transport operations, and Volume 2 containing the Dangerous Goods List, special provisions and exceptions, Appendix A (list of generic and N.O.S. proper shipping names), Appendix B (glossary of terms) and the Index.

Since it was first published in 1965, the Code has undergone many changes, in both format and content, in order to keep up with the rapid expansion of the shipping industry.

Amendment 41-22 includes revisions to various sections of the Code and to transport requirements for specific substances. It was adopted by the International Maritime Organization's Maritime Safety Committee at its one hundred and fifth session in April 2022 and is mandatory from 1 January 2024 but may be applied by Administrations in whole or in part on a voluntary basis from 1 January 2023.

The provisions of the Code should be of interest to maritime administrations, shipping companies, manufacturers, packers, shippers, feeder services such as road and rail, and port authorities.

Many maritime countries have taken steps to regulate the carriage of dangerous goods by sea, based on the safety considerations set out in parts A and A-1 of chapter VII of the 1974 SOLAS Convention, as amended. More recently, as marine pollution has become a serious concern, countries have taken further steps to regulate the carriage of marine pollutants, as described in Annex III of MARPOL. The International Maritime Dangerous Goods (IMDG) Code, which was first published in 1965, amplifies the requirements of both Conventions and has become the standard guide to all aspects of handling dangerous goods and marine pollutants in sea transport.

What’s in it

The IMDG Code lays down basic principles: detailed recommendations for individual substances, materials and articles, and a number of recommendations for good operational practice, including advice on terminology, packing, labelling, stowage, segregation and handling, and emergency response action.

Who uses it

Although the information in the Code is directed primarily at the mariner, its provisions may affect a range of industries and services: manufacturers, packers, shippers, feeder services such as road and rail, and port authorities will find reliable advice on terminology, packing, labelling, classification, stowage, segregation, and emergency response action.

The two-volume Code is divided into seven parts:

Volume 1 (parts 1, 2, 4, 5, 6 and 7 of the Code) contains sections on:
• general provisions, definitions and training
• classification • packing and tank provisions • consignment procedures
• construction and testing of packagings, IBCs, large packagings, portable tanks, MEGCs and road tank vehicles
• transport operations

Volume 2 contains part 3 (Dangerous Goods List, special provisions and exceptions), appendices A and B (generic and N.O.S. Proper Shipping Names, and glossary of terms) and an index
The 2022 edition will be voluntary starting 1 January 2021 and become mandatory on 1 January 2024.

 The National Board Inspection Code (NBIC) - NB23 - was first published in 1946 as a guide for chief inspectors. It has become an internationally recognized standard, adopted by most US and Canadian jurisdictions. The NBIC provides standards for the installation, inspection, and repair and/or alteration of boilers, pressure vessels, and pressure relief devices.

The NBIC is organized into four (4) Parts to coincide with specific post-construction activities involving pressure-retaining items.

Part 1, Installation – This Part provides requirements and guidance to ensure all types of pressure-retaining items are installed and function properly. Installation includes meeting specific safety criteria for construction, materials, design, supports, safety devices, operation, testing, and maintenance.


Part 2, Inspection – This Part provides information and guidance needed to perform and document inspections for all types of pressure-retaining items. This Part includes information on personnel safety, non-destructive examination, tests, failure mechanisms, types of pressure equipment, fitness for service, risk-based assessments, and performance-based standards.


Part 3, Repairs and Alterations – This Part provides information and guidance to perform, verify, and document acceptable repairs or alterations to pressure-retaining items regardless of code of construction. Alternative methods for examination, testing, heat treatment, etc., are provided when the original code of construction requirements cannot be met. Specific acceptable and proven repair methods are also provided.

Part 4, Pressure Relief Devices – This Part provides information and guidance to perform, verify, and document the installation, inspection, and repair of Pressure Relief Devices, including a supplemental section that contains specialized information, such as pressure margins, recommended repair practices, and test stand design details.



Summary of Major Changes:

Part 1:
- Revisions to 1.6.10 to add additional details/specifications for Testing and Final Acceptance.
- New requirements to remove covers, caps, plugs, wires, or restraining devices used for shipping/transporting pressure relief valves prior to a valve’s installation [paragraph 2.9.1 g) and h), 3.9.1 a) and b)]. These requirements are also included in Part 4, 2.2.1 g) and h) and 2.4.1 a) and b).
New rating requirements for discharge piping and fittings [paragraph 3.9.1.5 c), d), and e)].
- Revised carbon dioxide gas detection system requirements for Liquid Carbon Dioxide storage vessels (section S3.4).
- Updated overpressure protection requirements for Thermal Fluid Heaters (section S5.7).
New Supplement 8 for Installation of Pressure Vessels for Human Occupancy (PVHOs)
New Supplement 9 for High-Temperature Water Boilers

Part 2:
New requirements for remote visual inspection for confined space entry [paragraph 1.4.1 c), 4.2.1 c)].
Several revisions/updates to the inspection requirements for PVHOs (section 2.3.6.8).
New inspection requirements to ensure all shipping caps, plugs, covers, wires, and or restraining devices were removed during the installation process [paragraph 2.5.4 a)]. These requirements are also included in Part 4, 3.2.3 a).
Part 2, 2.5.8 has been restructured into a tabular format.

New requirements to allow for long NDE cycles for Historical Boilers [paragraph S2.7.3.2 c)].

New MAWP requirements for Return Flue Boilers (section S2.10.3.1).

Part 3:
- R-Forms and directions for completing them have been moved to a new Supplement 9.
Revised language to clarify Quality Assurance Program requirements [paragraph 1.6.3 a) and b)].
Several revisions to Table 2.3 to only show the most recent edition of an SWPS. New language is included in Section 2.3 c) to allow the use of previous versions of the SWPSs listed in Table 2.3.
New section detailing requirements on Welding Method 7 (section 2.5.3.7).
New language specifying that routine repairs are not permitted for ASME Section VIII, Div.2 or Div. 3 vessels [paragraph 3.3.2 a)].

New requirements for flush patches in stayed and unstayed areas of tubesheets [paragraph 3.3.4.6 a)].
New Section 3.3.6 for Pressure Vessel Impact Testing.
New language that allows for the engineer review and certification process for alteration plans to be waived [paragraph 3.4.5.1 a)]. This change applies to ASME Section VIII, Div. 2, Class 1 vessels.
- New requirements allowing for R-Certificate Holders to maintain their R-form logs using only the National Board EDT system (section 5.6).
Several revisions to Supplement 4 [S4.2 section title, b) and c); S4.3 h) and i); S4.5; S4.18.2.1 b) 2) d. 2. and 4.; S4.18.2.2 a) 2)]
New section S4.19 for the Repair of High Pressure Filament Wound Vessels.

Part 4:
- New pressure relief device requirements for boilers up to 4,000 lb/hr (section 2.2.2).
New overpressure protection requirements for Thermal Fluid Heaters (section 2.3).
New rating requirements for discharge piping and fittings [paragraph 2.4.4.7 d), e), and f)].
Section 3.2.6 has been restructured into a tabular format.

New language in 4.6.2 requiring the manufacturer’s correction factor used in pressure testing be recorded on the valve repair document as described in paragraph 4.8.5.4 i).
Language to Section 4.7.4 has been simplified for clarity.
Section 4.7.5 has been deleted as it is a duplicate of section 4.7.4.
With the addition of the “T/O” program in the 2019 NBIC, the old Supplement 3 has been deleted for the 2021 edition.

The Rules for the Design of Hoisting Appliances set up by the Technical Committee of the Section Iof the F.E.M., which have been published so far in two Editions, the first one in 1962 and thesecond in 1970, have been increasingly widely used in many countries all over the world.

Taking accourt of this enlarged audience, Section I of the FEM decided to change the format of these Design Rules and to facilitate updating by abandoning the single volume form and dividingthe work into a number of separate booklets as follows:

Booklet 2 - Classification and loading on structures and mechanisms.
Booklet 3 - Calculating the stresses in the structure.
Booklet 4 - Checking for fatigue and choice of mechanism components.

Booklet 6 - Stability and safety against movement by the wind.
Booklet 7 - Safety rules.
Booklet 8 - Test loads and tolerances.

 Although not directly a part of these Design Rules, the opportunity is taken to draw attention to the new Terminology of Section I.

The purpose of these rules is to determine the loads and combinations of loads which must betaken into account when designing hoisting appliances, and also to establish the strength andstability conditions to be observed for the various load combinations.
